CodePlex User Settings Utility Web Browser Requirements

I recently downloaded and installed the User Settings Utility solution, however when I open the tool in CRM, none of my users load into the tool at all. I made sure that I have Silverlight completely updated (it is), but yet it still doesn't seem to be working properly.

Is there a web browser requirement to use this tool? We currently are using IE8 and are on CRM2011 Rollup 18.
